Hi and welcome to Pokémon Extreme Combat: RPG!
Alright well the first thing you should to do start your RPG Pokémon Journey is Register on the forums. After you're all signed up you need to read the rules. Which you're doing right now, good job!
Anyway after you're done all that boring stuff you should request the Pokémon you would like to start with. It may be any first stage Pokémon (ie: Pichu, Charmander, Mudkip etc.), but it can't be any legendaries (Zapdos, Mewtwo etc.) or any rare/1 of a kind Pokémon (Snorlax, Castform etc.).
After an official Starter Pokémon confirmer has confirmed your request, like me, you should add your Trainer Statistics so you/us can keep tabs on what Pokémon, Money and Items you have. NOTE: All Pokémon on this forum are level 100.
Well after that's all done you'll probably want to catch another Pokémon, Fuse your Pokémon and/or Battle. To learn how to do those please read the other Rules/Info threads.
